Context: Hostilities in the region escalated sharply following the launch of a coordinated Israeli and U.S. led war against Iran on February 28, 2026. Beginning on March 2, 2026, Israel significantly expanded its strikes in Lebanon as a result of an escalating regional conflict following the war with Iran. Since the launch of Israel’s invasion of Lebanon, at least 3,020 Lebanese have been killed, and more than 1.2 million have been displaced, over 20% of the entire population. Israeli tactics are following the same playbook they used in Gaza leading to the complete destruction of entire towns and communities, forced displacement of entire populations, documented war crimes, including the use of white phosphorus and the deliberate targeting of civilian infrastructure, journalists, and medical personnel. Despite a US mediated ceasefire signed in April 2026, Israel is continuing airstrikes throughout Lebanon.
During Israel's war in Lebanon, the United States has supported Israeli military operations, including activities that fall within the War Powers Resolution’s definition of hostilities, such as coordinating with or supporting a partner force engaged in active combat operations. As the conflict expands, these forms of involvement risk drawing the United States more directly into an ongoing war and reputational catastrophe that Congress has neither declared nor authorized.
American Values Analysis: H.Con.Res. 84 is consistent with core American values reflected in Article I, Section 8 of the constitution which grants Congress the power to declare war. This resolution reaffirms the founders intent that the decision to enter hostilities against a sovereign nation must be made through democratic deliberation, not unilateral executive action.
American Interest Analysis: H.Con.Res. 84 aligns with American interests by seeking to prevent the United States from being drawn into Israel's new war to recreate the destruction of Gaza in Lebanon. Participation in the occupation of southern Lebanon further degrades America’s international reputation and risks drawing the United States into a large-scale conflict with no defined national interest or clear endpoint.

A New Policy supports The Lebanon War Powers Resolution as it provides a necessary constitutional check to prevent the United States from becoming further entrenched in an unauthorized and expanding illegal Israeli occupation that runs counter to American interests and only advances Israel’s expansionist objectives at the expense of America’s national interest and regional stability.
