Every year, Congress passes the National Defense Authorization Act (NDAA), the massive bill that sets defense policy for the U.S. military. This year's version includes provisions that would significantly expand defense and, potentially, intelligence integration with the Israeli government.
This comes at a moment when American public opinion of the Israeli government is at an all-time low, and the U.S. Intelligence Community itself just designated Israel as a "critical" level espionage threat. Despite growing public concern, these provisions may never receive a real debate or a standalone vote at all — they could simply ride through as part of a massive defense package with little to no scrutiny. Given the stakes, that's not acceptable. Americans deserve better.
So, what can we do about it? Senators Van Hollen, Sanders, Merkley, Welch, Markey, and Warren are working to oppose moving forward on the Senate NDAA until U.S.-Israel defense and intelligence integration is properly debated, voted on, or otherwise addressed. Constituents sent letters to their Representatives urging them to support Rep. Thomas Massie’s Amendment to the NSRP which would remove $3.3 billion in Foreign Military Financing for Israel, and prohibit any other taxpayer funding of Israel via the Bill.

We delivered a petition with thousands of signatures to the House Armed Services Committee urging Members to strip military collaboration with Israel from the 2026 National Defense Authorization Act (NDAA).

Congressional Action Network members called Secretary Rubio, urging him to end negotiations on a new Memorandum of Understanding for U.S. security assistance to Israel.

We thanked select members of the House Appropriations Committee who supported critical amendments to align our budget with our values.

Congressional Action Network members submitted amendment requests to their Representatives for inclusion in the State, Foreign Operations, and Related Programs (SFOPS) appropriations bill (see here).
If adopted, these amendments would directly shape U.S. foreign assistance, including military funding to Israel, any conditions placed on that funding, and humanitarian aid for Palestinians.
