S.J. res. 32 was introduced on March 10, 2025 by Senator Bernie Sanders (I-VT). It is currently awaiting a motion to discharge in mid-April. 2026.

Bill Summary: On 28 February 2025, the Trump Administration utilized emergency authorities to advance $295 million in D9 Caterpillar armored bulldozers for Israel. This sale is entirely funded with U.S. taxpayer dollars in the form of foreign military financing.

Context: Armored D9 bulldozers have been used extensively by Israeli forces in Gaza and the West Bank to demolish homes, civilian infrastructure, and agricultural lands in acts of collective punishment. Since 2023, thousands of homes in Gaza have reportedly been destroyed in controlled demolitions, while additional demolitions in the West Bank accelerated under Operation Iron Wall. Similar demolition tactics have also been threatened or employed near the Lebanese border and in areas of de jure Syrian territory where Israeli military positions have expanded. This transfer raises serious concerns that U.S. supplied equipment will facilitate  forced displacement and ethnic cleansing. 

American Values Analysis: This resolution aligns with American values by opposing the transfer of U.S. funded military equipment credibly linked to civilian harm and the destruction of homes.

American Interest Analysis: This resolution advances U.S. interests by reducing the risk that American equipment will be used for forcible displacement and in violation of international law.
