Bill Summary: H.R. 9147, The “Abraham Accords Expansion Act,” empowers the U.S. Special Presidential Envoy for the Abraham Accords to expand the Accords beyond Arab and North African nations, to the Caucasus and Central Asia. To support this objective, the Bill would also expand the Office of the Special Presidential Envoy by adding a Deputy responsible for these regions.

Context:  H.R. 9147 works to further prioritize the diplomatic and security normalization of Israel with nations within the Caucasus and Central Asia region as a function of U.S. foreign policy. To date, the United States has offered a series of ‘sweeteners’ to countries agreeing to join the Abraham Accords, including arms transfers and diplomatic support (such as recognition of Morocco’s annexation of Western Sahara or removal of a State Sponsors of Terrorism  designation from Sudan). In doing so, the U.S. has given away its leverage to pursue what is fundamentally not an American, but an Israeli, interest. Other pending legislation before Congress (The Intelligence Authorization Act for Fiscal Year 2027) would further sweeten the pot by offering Abraham Accords countries increased intelligence sharing with the U.S. That the U.S. is premising its diplomatic relationships in the Middle East on Israel’s interests is already problematic enough; that it would also do so in the critical geostrategic regions of the Caucasus and Central Asia - hinge points in global competition over energy resources and rare earth minerals - is mind-boggling. The U.S. has other substantive agendas with each country in this region, including democratization, trade, and geostrategic alignment. Why would a country compromise with us on these critical issues when they can simply normalize relations with a nation thousands of miles away with whom, for most, their trade and interaction is minimal?

American Values Analysis: H.R. 9147 conflicts with American values by further expanding global support for Israeli normalization at the expense of Palestinian self-determination. Since the signing of the Abraham Accords, conditions for Palestinians have continued to deteriorate, including accelerated settlement expansion in the West Bank and an ongoing humanitarian catastrophe in Gaza. H.R. 9147 states that the United States is not interested in upholding equal accountability standards which address human security, human rights, and respect for international law.

American Interest Analysis: H.R. 9147 does not align with American interests as it prioritizes Israel’s relations with countries far beyond its immediate region above the U.S. national interest

A New Policy’s Recommendation: OPPOSE

A New Policy opposes H.R. 9147 because it prioritizes Israel’s interests over those of the United States, depriving the U.S. of critical leverage in a region where we have so many higher priorities to pursue.
