Bill Summary: H.Con.Res.83 directs the President to remove United States Armed Forces from hostilities in Lebanon within 7 days of adoption. This removal is required unless such hostilities are explicitly authorized by a declaration of war or a specific Authorization for Use of Military Force (AUMF) enacted by Congress.


Context: Hostilities in the region escalated sharply following the launch of a coordinated Israeli and U.S. led war against Iran on February 28, 2026. Beginning on March 2, 2026, Israel significantly expanded its strikes in Lebanon as a result of an escalating regional conflict following the war with Iran. This escalation has resulted in widespread displacement and the degradation of Lebanon’s civilian infrastructure. Within the first week of intensified conflict, more than 822,000 people, including approximately 300,000 children, were displaced. By March 18, displacement exceeded one million people, including over 367,000 children. According to the World Health Organization, at least 50 primary health care centers and five hospitals have closed, while additional facilities have been damaged and dozens of health care workers killed.

This escalation intensified on March 16, when the Israel Defense Forces transitioned from an air campaign to ground operations in southern Lebanon. Statements from Israeli officials indicate plans to establish a long-term “defensive buffer” extending to the Litani River and calls for intentional levels of death, destruction, and displacement reminiscent of Gaza. These goals raise the likelihood of turning Lebanon into a new Gaza with a new yellow line.

During Israel's war in Lebanon, the United States has supported Israeli military operations, including activities that fall within the War Powers Resolution’s definition of hostilities, such as coordinating with or supporting a partner force engaged in active combat operations. As the conflict expands, these forms of involvement risk drawing the United States more directly into an ongoing war and reputational catastrophe that Congress has neither declared nor authorized.
