A New Policy Intervenes in ITC Investigation, Citing Israeli Tech Sector as “Systemic Threat” to U.S. National Security

WASHINGTON, D.C. — A New Policy has formally intervened in a high-stakes federal trade investigation to warn that the Israeli tech sector poses a "systemic threat" to U.S. national and economic security.

In a statement filed with the U.S. International Trade Commission (ITC) today, A New Policy argues that the U.S. semiconductor supply chain—a key element of America’s civilian and defense infrastructure—is being systematically undermined by Israeli firms that "free-ride" on U.S. innovation while introducing unvetted cybersecurity risks.

The “Pager Precedent”: Weaponizing the Supply Chain

The filing draws a direct line between commercial tech and military sabotage, pointing to the 2024 Lebanon pager explosions as only the most visible example of supply chain manipulation by Israel. The incident proved how easily civilian technology can be compromised by state actors and foreign intelligence services.

“The U.S. economy is under attack from unfair competition and intellectual property theft. Israel’s technology ecosystem, with its pervasive links to Israeli military intelligence’s “Unit 8200” matches that of the People’s Republic of China in its military-civil fusion, and we should treat it with the same skepticism,” said A New Policy Co-Founder, former U.S. State Department official Josh Paul, who submitted the filing.

Undermining the CHIPS Act and American Taxpayers

American manufacturers spend billions on research and development, so the Israeli tech ecosystem’s behavior doesn’t just pose a security threat, it also undermines the competitiveness of U.S. industry, and devalues the investments our nation makes in innovation. 

By leveraging state-backed subsidies and "preferred" tax rates, Israeli companies can flood the U.S. market with lower-priced items, effectively undercutting the very domestic industry the U.S. government is currently spending $52 billion to rebuild.

A New Policy is urging the ITC to recognize the clear national and economic security implications of GlobalFoundries’ complaint, which should act as an urgent warning light for the broader challenges to U.S. sovereignty, interests, and security posed by the Israeli tech ecosystem.
